How to Tell Which You're Dealing With

If the toilet was flushed and didn't drain properly before overflowing, treat it as contaminated. If water is simply running and spilling over from a tank or fill valve malfunction without a flush involved, it's more likely clean water — though if it's been running for a while, it's worth being cautious anyway.
